In Washington D.C., the U.S. Capitol building has reopened after shots were fired in front of it. For safety, no entry or exit was permitted from the building after a man committed suicide just before 2pm local time yesterday. The lockdown lasted until around 3:50pm while members of the bomb squad investigated the man’s backpack, suitcase, and the surrounding area.

A witness estimated 60 other persons were in the area at the time of death. Witnesses reported the man had a sign of protest about taxation and social justice.

The shooting occurred during the annual Cherry Blossom Festival, a busy Washington tourist season. Congress was not in session during the attack but are returning from recess tomorrow.

Los Angeles undergoing large power outage

A power outage in a large portion of Los Angeles, California occurred at approximately 13:00 PST (20:00 UTC) on Monday. Reports from the Los Angeles Department of Water and Power indicate that the incident was caused by a worker who accidentally cut a line. The outage caused a chain reaction that took out power to a large part of the city.

According to local television stations, power is being returned to some of the city, including the UCLA Medical Center. Police are on “full tactical alert”, meaning that they will only respond to serious calls and all officers must remain on duty. Most officers are directing traffic.

Los Angeles International Airport briefly was affected but generators engaged shortly thereafter. No flights were delayed or cancelled.

According to the Department of Water and Power, the shutdown happened because of a mechanical problem at two receiving stations. The system automatically triggered a shutdown when a line was cut. DWP spokesman Ron Deaton said that if there is an increase in the power stations automatically shut down. “You cut the wrong wire and it triggers the system to shut down. We have finished repairing the transmission systems. Some units are not up yet, but we have other generating parts of the system. All that remains is the distribution of the power to the individual customers.”

The DWP is currently restoring power by redirecting it from other areas.

The DWP, LAPD, the DOD and Department of Homeland security immediately assured the public that the power outage has nothing to do with terrorism or sabotage, and that the identity of the worker(s) who cut the power lines will not be released.

Disease outbreak feared after mass hysteria over “sweet” water in Mumbai

“18 hours of mass hysteria” (according to the Sunday Times of India) broke out last Friday in Mumbai as hundreds of residents flocked to Mahim Creek, one of the most polluted creeks in India that receives thousands of tonnes of raw sewage and industrial waste every day after reports that the salt water had suddenly turned “sweet”.

Television reports showed people drinking water on the spot with their hands, and others bathing, apparently to wash away their sins with the “holy” water.

At the height of the hysteria, bottled mineral water was selling for Rs 50 (RM4.50), with people buying the mineral water simply for the bottles, pouring away the mineral water and filling the bottles with water from the creek.

News reports of the Mahim Creek incident sparked further mass hysteria at Gujarat within hours, with residents there claiming that seawater at Teethal beach in Valsad had also turned sweet. About 400 people had gathered by the beach in the evening.

In the aftermath of the incident, local authorities stated that they were being were extra vigilant because of the possibility of a severe outbreak of water-borne diseases, such as gastroenteritis as a result of so many people drinking contaminated water. The Maharashtra Pollution Control Board had warned people not to drink the water, but despite this many people had collected it in bottles, even as plastic and rubbish had drifted by on the current. The Municipal Corporation of Greater Mumbai had ordered a bacteriological report into the “sweet” water, but suspected that “contamination in the water might have been reduced due to the waters from Mithi River flowing into the mouth of Mahim Bay“.

By Saturday morning, the hysteria had died down, as the taste of the water had returned to normal.

Large creature loose in London suburb

Police organized a search in the Sydenham Park area of south-east London after a local, Anthony Holder, was attacked by a 6ft long black animal while looking for his kitten in his back yard that borders a woodland.

Holder said the animal pounced, knocked him to the ground, and then he was “in its claws for about 30 seconds. Its teeth were out and I tried to defend myself and eventually I got the thing off my body.” Holder was scratched all over his body and suffered swelling and bruising to his hand and the back of his head. He called the police at about 2:15 am while the animal sat in the garden next door.

While Holder was being treated by paramedics, the Metropolitan Police conducted a search of the area. A citizen and a police officer saw the creature, believed by some to be a panther. Another officer also believed he saw the animal and reports it as approximately the size of a Labrador Retriever. The neighbourhood is being patrolled by an armed police response vehicle staffed by officers equipped with rifles and Taser stun guns.

Scotland Yard is currently seeking specialist advice from experts from the RSPCA and London Zoo. A spokeswoman said: “We are trying to establish exactly where the animal may have come from. In the meantime we are asking the public to be vigilant. If anyone does see the animal, do not approach it but dial 9-9-9 immediately.”

People are also being advised to keep pets indoors.

Sightings of big cats have increased in recent years. The notion of a large predator in London was initially dismissed by scientists, but evidence from footprints and droppings has led to other conclusions. The British Big Cat Society estimates 50 to 100 are currently loose across England. Livestock has supposedly been attacked a number of times. Farmers near Burford in Oxfordshire have offered a £5,000 reward for the capture of a large black creature suspected of killing livestock in the area. However, there have been virtually no human encounters.

Torture proliferates American headlines today: whether its use is defensible in certain contexts and the morality of the practice. Wikinews reporter David Shankbone was curious about torture in American popular culture. This is the first of a two part series examining the BDSM business. This interview focuses on the owners of a dungeon, what they charge, what the clients are like and how they handle their needs.

When Shankbone rings the bell of “HC & Co.” he has no idea what to expect. A BDSM (Bondage Discipline Sadism Masochism) dungeon is a legal enterprise in New York City, and there are more than a few businesses that cater to a clientèle that wants an enema, a spanking, to be dressed like a baby or to wear women’s clothing. Shankbone went to find out what these businesses are like, who runs them, who works at them, and who frequents them. He spent three hours one night in what is considered one of the more upscale establishments in Manhattan, Rebecca’s Hidden Chamber, where according to The Village Voice, “you can take your girlfriend or wife, and have them treated with respect—unless they hope to be treated with something other than respect!”

When Shankbone arrived on the sixth floor of a midtown office building, the elevator opened up to a hallway where a smiling Rebecca greeted him. She is a beautiful forty-ish Long Island mother of three who is dressed in smart black pants and a black turtleneck that reaches up to her blond-streaked hair pulled back in a bushy ponytail. “Are you David Shankbone? We’re so excited to meet you!” she says, and leads him down the hall to a living room area with a sofa, a television playing an action-thriller, an open supply cabinet stocked with enema kits, and her husband Bill sitting at the computer trying to find where the re-release of Blade Runner is playing at the local theater. “I don’t like that movie,” says Rebecca.

Perhaps the most poignant moment came at the end of the night when Shankbone was waiting to be escorted out (to avoid running into a client). Rebecca came into the room and sat on the sofa. “You know, a lot of people out there would like to see me burn for what I do,” she says. Rebecca is a woman who has faced challenges in her life, and dealt with them the best she could given her circumstances. She sees herself as providing a service to people who have needs, no matter how debauched the outside world deems them. They sat talking mutual challenges they have faced and politics (she’s supporting Hillary); Rebecca reflected upon the irony that many of the people who supported the torture at Abu Ghraib would want her closed down. It was in this conversation that Shankbone saw that humanity can be found anywhere, including in places that appear on the surface to cater to the inhumanity some people in our society feel towards themselves, or others.

“The best way to describe it,” says Bill, “is if you had a kink, and you had a wife and you had two kids, and every time you had sex with your wife it just didn’t hit the nail on the head. What would you do about it? How would you handle it? You might go through life feeling unfulfilled. Or you might say, ‘No, my kink is I really need to dress in women’s clothing.’ We’re that outlet. We’re not the evil devil out here, plucking people off the street, keeping them chained up for days on end.”

Automobile sales in the United States down sharply

Sales of automobiles in the United States fell as much as 35% in January, compared to the same month a year ago, as manufacturers reported their January sales.

Ford Motor Company NYSEF sales dropped 42% last month from the previous year. General Motors NYSEGM reported a 49% decline. Chrysler was hardest hit among the domestically owned manufacturers with a plunge of 55%.

The decline in sales has not been limited to just US manufacturers. Japanese automaker Toyota NYSETM reported a 32% drop in US sales from a year earlier, Nissan MotorsNASDAQNSANY dropped 30%, and Honda NYSEHMC sales dropped 28%.

Subaru and South Korean Hyundai Motor Company LSEHYUD were two of the few auto firms that reported an increase in sales. They posted gains of eight and fourteen percent, respectively.

On an annual basis, sales overall have also been plummeting. Industry-wide US car sales dropped 18% last year to 13.2 million automobiles.

GM announced today that it will offer voluntary buyouts to 22,000 employees in the US, in an effort to reduce its expenditures.

Last month, GM and Chrysler were given loans worth US$17.4 billion from the government after they warned of imminent bankruptcy.

At least two die in 15-truck pileup in California

At least two people have died and at least eight to ten were injured after two semi trucks collided in a truck tunnel on Interstate 5 (Newhall Pass) between Los Angeles and Santa Clarita California, United States, causing the tunnel to be completely shut down on both north and southbound lanes.

At approximately 11:00 p.m. (pacific time), two semi trucks collided and at least 13 other trucks smashed into the wreckage causing a massive fire. Firefighters are using foam to control the flames, which could take several hours to put out.

Officials say that the debris could take a day or more to remove and that a full inspection will have to be done on the tunnel before it can be used again because officials say that the structure of the tunnel has been compromised.

“It has impacted the structural stability of the tunnel,” said John Tripp the Fire Chief for Los Angeles County who also said that there may be more people trapped in the wreckage.

“We’re going to have to do a very methodical search. There could be unfortunately more people that were not able to escape,” added Tripp.

The tunnel is 200 feet long.

Nobel Peace Prize winning Chinese dissident Liu Xiaobo dies, aged 61

On Thursday, Liu Xiaobo, a Chinese dissident, human rights activist, and Nobel Peace Prize laureate died in a hospital in China at the age of 61. He was on medical parole after he was diagnosed with late-stage liver cancer while in prison for his active criticism of the Chinese government.

Last month, Liu was diagnosed with late-stage liver cancer and was moved to a hospital in the city of Shenyang in north-eastern China. He was monitored and kept under tight security. Before his death, countries including France, Germany and the US asked China to allow him to travel abroad for treatment, but the government refused. Chinese medical experts declared him too ill to travel. Countries worldwide are condemning China’s government for its actions, but China is reflecting the criticism, stating that the case was “an internal affair” and that other countries were “in no position to make improper remarks”.

Via a Facebook post, Norwegian Nobel Committee’s chairperson, Berit Reiss-Andersen, said: “The Chinese government bears a heavy responsibility for his premature death.” The post also read, “We find it deeply disturbing that Liu Xiaobo was not transferred to a facility where he could receive adequate medical treatment before he became terminally ill.” In his statement, Germany’s foreign minister Sigmar Gabriel said, “China now has the responsibility to quickly, transparently and plausibly answer the question of whether the cancer could not have been identified much earlier”. Countries including France, Germany, Taiwan, the UK and the US have called for the release of his wife, poet Liu Xia, from house arrest.

Liu Xiaobo openly advocated for political reform in China. He also participated in the Tiananmen Square protests of 1989. He was one of the authors who wrote the Charter 08 manifesto which called for political reform and human rights in China. In December 2009, Liu was sentenced to eleven years in prison for “inciting subversion of state power” ((zh)) Chinese language: ???????? by the People’s court of Beijing. He was awarded a Nobel Peace Prize in October 2010, but the Chinese government barred him from travelling abroad to receive it. An empty chair was used at the December 10, 2010 award ceremony to represent his absence.

Liu’s main doctor, Teng Yue’e, said that he died “peacefully”. In a statement, officials said multiple organs of Liu Xiaobo had failed. Before his death, he told his wife Liu Xia to “Live on well”.
